QA Manager Position Description

KeyLogic is looking for a part-time Environmental QA Manager to help develop and revise quality-related policies and procedures and to coordinate activities of an environmental QA Program. This opportunity will include collaborating with partners within this and other Federal science agencies to revise existing policies and procedures of the QA program and coordinate subsequent reviews.

You will assist the Director of QA in identifying opportunities for improvement, provide recommendations, and implement strategies that effectively improve the program's ability to meet Agency requirements. Objectives:

  • Develop materials and resources such as summary reports, training or briefing materials, forms, templates, etc. necessary to support the quality program, including the design and development of a website that leads to centralized program content in one streamlined web area.
  • Lead or participate in QA-related Agency workgroups, meetings, or initiatives which may include research planning, data management, records management, system interoperability, etc.
  • Plan and coordinate activities of the QA Program and related projects with implementation of other research modernization efforts such as remote temperature monitoring, Electronic Laboratory Notebooks and Laboratory Information Management Systems.
  • Participate in relevant meetings, including monthly or annual meetings of the QA Community and QA training sessions that are agency wide.

Required Qualifications:

  • Degree in a scientific field such as biology, toxicology, physical science, chemistry, engineering, social science, and/or environmental public health.
  • 5+ years of work experience applying QA/QC principles to a scientific field.
  • 5+ years of experience developing, managing, and implementing quality management systems.

Desired Experience:

  • Knowledge of the principles, theories, inquiry, problem-solving, research, and practices in one of these scientific fields: biology, toxicology, physical science, chemistry, engineering, social science, and/or environmental public health.
  • Knowledge of QA management theories, practices, methods, analysis, and evaluation techniques in Federal Agency and organizational policy and practices, sufficient to identify areas for improvement and develop and implement solutions.
  • Knowledge of national and international standards for quality management systems (e.g. ANSI E-4, ISO 17025, etc.).
  • Knowledge of federal regulations, Good Laboratory Practices (GLP), and policies and procedures governing or impacting QA and QC.
  • Knowledge of analytical methods and associated QA/QC requirements used in environmental research.
  • Knowledge in the application of generally accepted QA concepts, principles, methods, practices, and skills to environmental research (e.g., field and laboratory activities, model application and development, technology development) to design, plan, implement, and assess a cost-effective QA system for a multi-project research program.
  • Knowledge of a wide range of methods, principles, and practices to completely and consistently assess and document the conformance of quality planning documents, final report documents, and other products, field activities, and laboratory activities at program-level and/or project-level quality requirements.
  • Knowledge of auditing procedures (e.g., quality system audits and technical system audits of field and laboratory activities), including the audit process, reporting procedures, and verification of resolution to proposed corrective actions.
  • Experience conducting audits on federal governmental, research, commercial, or accredited laboratories.
  • Experience in developing corrective actions and preventative actions (CAPAs), performing internal audits/inspections, evaluating compliance and risk, and writing audit/inspection reports.
  • Experience in developing training materials on quality management systems for various audiences.
  • Experience developing, and managing communication tools/materials related to quality programs such as web content, memorandums, fact sheets, etc.
  • Experience with document control processes and utilizing document management systems or tools.
  • Skill in oral communication sufficient to conduct interviews and audits, provide training, and conduct presentations.
  • Skill in building coalitions, understanding stakeholder, and customer needs, and developing and implementing coordinated strategies to accomplish tasks.
  • Skills with written communication sufficient to draft quality policies and procedures, quality reviews, audit reports, presentations, and correspondence.
